How we delivered a Strategic Roadmap for a Modern, Secure, and Integrated Digital Environment
The Kurlana Tapa Youth Justice Centre is South Australia’s main secure environment for young people in custody, that's managed by the Department of Human Services. Kurlana Tapa is committed to providing a safe environment that supports young people to develop positive behaviours and take responsibility for the choices and the progress they make, set goals, develop life skills and address dysfunctional patterns of behaviour.
To support this mission, the centre delivers evidence-based programs aimed at reducing reoffending while maintaining the highest standards of care and security. With a dedicated team of experienced professionals, Kurlana confidence, resilience and foundations for a brighter future.
The department partnered with S4G to develop a comprehensive business case, Technology Blueprint, and Strategic Roadmap, delivering a clear plan to secure government funding for their digital transformation program. The result was a clear, evidence-based investment proposal that provided Kurlana Tapa and the broader Youth Justice division with strategic confidence, organisational alignment, and a proven pathway to modernise their technology infrastructure while enhancing outcomes for young people in the youth justice system.

Kurlana Tapa is operated by highly experienced and capable staff, however they were constrained by technology systems that limited their ability to deliver efficient and effective services

We knew that technology alone wouldn't resolve the organisation's challenges, and so our first priority was spending time at Kurlana Tapa to understand the lived experience of staff in a highly secure, demanding, and unique working environment.
We then focused on the organisation's vision, identifying several strategic objectives with its leaders that would set a framework for our technology blueprint, roadmap, and business case.
Once we'd established this robust business understanding and framework, we facilitated targeted and deeply collaborative workshops to understand and document Kurlana Tapa's existing technology ecosystem and pain points.
Then our focus moved towards the future: building a robust technology blueprint anchored to meaningful business objectives, supported by a modular roadmap of initiatives and a convincing investment Business Case.

We delivered a Technology Blueprint for Kurlana Tapa that provides a strategic, layered design of the technical capabilities required to realise the organisation's business vision. It serves as an anchor point for all future technology and design decisions, covering Enterprise Architecture, Governance, Infrastructure, Network, Security, Applications, Integration, Data, AI and Cloud Services.
Activation Roadmap
The implementation roadmap is designed as a phased approach, starting with foundational planning, followed by core system rollout, integration, optimisation, and ongoing support. Strengthen the Core is a stream of foundational initiatives that must be delivered before implementation of Kurlana Tapa's digital transformation can begin, establishing a roadmap for success.
Business Case
To secure the funding and success of their future program, the department partnered with S4G to develop a Business Case to justify government investment in a transformation agenda, supported by a Technology Blueprint and strategic Roadmap.
